As part of the Japan-Russia Mutual Exchange Year and Japan-Russia Youth Exchange Program, an agreement at the Japan-Russia Summit meeting between the format Prime Minister of Japan Shinzo Abe and the President of the Russian Federation Vladimir Putin was made. Japanese youth delegation included 9 modern martial arts to be allocated to Khabarovsk city in Russia.

A martial arts tournament was held to showcase the essence and vitality of Japanese martial arts which included trial lessons, martial arts culture seminars, and a workshop to educate coaching and training methods to the participants.
The collaboration was to contribute to the friendship and goodwill between Japan and Russia by the youth exchange program promoting mutual understanding within martial arts.
