The organisation was established by Masao Kiba, the former captain of Gamba Osaka, to promote activities to encourage the emergence of SouthEast Asian J-League players. This activity has continued since 2012 in ASEAN nations, and has been praised by many of the interested parties in the local area.

This activity was held at the JDFA Football Clinic in Cambodia's Phnom Penh in September last year, and there were around 30 children who were not wearing shoes and were barefoot. As there was a risk of injuries, it was decided that they would only watch the Football clinic. On seeing this, one of the people in charge from Morishita Jintan Co., Ltd., the supporter of the JDFA activities, asked if there was anything they could do to help. So they talked about collecting boots that were no longer being used from Japan to present to the children, and this discussion developed into the current activity. Many boots were collected throughout Japan from those who supported the activity, and thanks also to the cooperation from Nike Japan and Mizuno. Thanks to this JDFA activity, the boots were safely delivered to the children of Cambodia, and they were then taught football by Masao Kiba.
