This event was officially recognised by the FIS (International Ski Federation), SAJ (Ski Association of Japan), and IVV/JVA (International Federation of Popular Sports/Japanese Volkssport Association) for the purpose of promoting and spreading ski walking and improving the health and physical strength of citizens during the winter. It is the only competition in Japan that has been certified by the Ski Association of Japan and is a part of the Worldloppet, which includes events in 20 countries around the world.

The event was sponsored by Sapporo City, the Japan Health Promotion & Fitness Foundation, Asahi Shimbun Company, and others.

The main venue of the course was the Sapporo Dome, and in addition to the 50 km and 25 km ski marathons that are conducted in wonderful heavy snow fields that pass through the former Nishioka Olympic Memorial Stadium, 11 km, 5 km, and 3 km events safe for beginners were held. In addition, as was done in the previous year, a 100 m kids challenge event was held for primary school students and younger children.

On Saturday, February 2, the day before the event, a social event for athletes was held, and 150 persons including overseas athletes deepened their friendship, observed a Japanese dance, and enjoyed other activities. This event was an opportunity for the participants to have contact with the cultures and customs of other countries.
