Following the decision to award the 2020 Olympics and Paralympics to Tokyo, to boost interaction with and support to nurture sailors from developing countries, foreign yacht racers aiming for the Olympics were invited to Japan. While the Japanese coach provided instruction on technique, efforts were made to establish a personal network and reinforce relations.

This event saw racers and coach invited from the Philippines to enhance their skills by training at sea and attending lectures on land at Hayama New Port and Shonan Port (Enoshima) in Kanagawa Prefecture. The latter half of the event also included participation in the Kanto 470 Class Championship, for the chance to put what was learnt in training into practice.
